The score attained by each site within the random sample may be weighted by the yearly client load of that site at the evaluators’ discretion. The indicator is the ratio of the overall number of clients served in the previous year by all sampled sites multiplied by the amount several of clients served in the previous year by sites having the necessary circumstances to offer quality VCT services.
